In 2009, a standard for group entities in forest management groups was first released to better facilitate FSC certification for those who manage small areas of forests. The standard proved to be a successful certification product. However, since its introduction there has been a growing need for it to be updated to better reflect the reality of stakeholders on the ground.

In 2017, a revision process was initiated, in part to fulfil the FSC quality-control requirement to review standards periodically, but primarily driven as part of implementing the overall FSC Strategic Plan, in which small-forest owners and communities are set as a priority. This activity was taken up by the New Approaches for Smallholder Certification project team. As a first step, a minor revision of the FSC Standard for Group Entities in Forest Management Groups (FSC-STD-30-005 V1-1 EN/ES) was conducted in 2017 to provide the most urgent solutions as soon as possible within the normative framework requirements for standard revision processes.

The minor revisions include changes to terms and definitions, and to one requirement, which now reflects the fact that internal monitoring procedures can be influenced by national criteria for SLIMF (small and low-intensity managed forests). Under the terms and definitions, changes have been made to the “Resource Manager” and to “Type I” and “Type II groups”, better outlining the roles and responsibilities of the different actors.

In 2018, a comprehensive survey and a participative workshop are envisioned to initiate an extensive analysis of the gaps and the needs of stakeholders, as well as to find the right solutions. Input provided by stakeholders during the minor revision public consultation will be incorporated into this work.
