The Smile of the Child contributes to the annual Human Dimension Implementation Meeting of OSCE
“The Smile of the Child” took part to the annual 'Human Dimension Implementation Meeting (HDIM) 2018 of the Organization for Security and Co-operation in Europe (OSCE), organized in Warsaw by the OSCE Office for Democratic Institutions and Human Rights (ODIHR).
The Human Dimension Implementation Meeting (HDIM) of OSCE participating States is Europe's largest annual human rights and democracy conference.
It is organized every year by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) as a platform for the 57 OSCE participating States, the OSCE Partners for Co-operation, OSCE structures, civil society, international organizations and other relevant actors to take stock of the implementation of OSCE human dimension commitments, discuss associated challenges, share good practices and make recommendations for further improvement.
The aim of the conference is the promotion of open dialogue between European governments and societies as well as the implementation the implementation of OSCE human dimension commitments in regards to the respect and promotion of human rights and fundamental freedoms.
“The Smile of the Child” was represented by Honorary Ambassador and Head of International Cooperation of the Organization, Marc Van den Reeck, who shared with participants the longstanding experience of the Organization in the field of child protection and more specifically in the field of the protection of refugee and migrant minors, including unaccompanied minors who run a high risk of being exploited and/or trafficked.
Ambassador Marc Van den Reeck reminded government officials of the strong conviction of “The Smile of the Child” that detention of children is not acceptable under any circumstances and that children in need, including migrant and refugee minors, must be taken care of in a holistic manner.
Special emphasis was put to the added value and important role of well-established civil society organizations with pre-existing and longstanding infrastructure and experience in dealing with emergency situations of refugee and migration context given the need to ensure the effectiveness and sustainability of the provided services and actions to the people in need.
In addition, “The Smile of the Child” shared a series of recommendations in the field of trafficking in human beings i.e. focusing on the need of staff and volunteers’ training on the identification of (potential) victims, on the importance of holistic care in view of both prevention and protection against human trafficking, the role of cross-border cooperation for authorities and civil society organizations, the need for authorities to involve effective civil society organizations, not only at policy-making level, but also at grassroots level when measures of prevention, protection and prosecution are called to be taken.
