At the beginning of 2020 the reconstruction of public infrastructure facilities in Melitopol has begun with the support of the European Investment Bank. It includes the repair of 10 buildings, including secondary schools, a music school, a sports centre, the Palace of Culture of Railway Workers and others.
In May 2020 the reconstruction of the maternity hospital and secondary school № 15 has already started. In June repair work will also begin in the Children’s and Youth Sports School №3 and the Infectious Diseases Hospital. Another 5 facilities, including secondary schools, lyceums and preschools, were renovated and put into operation in 2019. Such large-scale reconstruction and modernization became possible thanks to the Ukraine Early Recovery Programme that is financed by the EIB.
Ukraine Early Recovery Programme is a multi-sector framework loan of EUR 200 million for rehabilitation of municipal and social infrastructure. The Programme is implemented in cooperation with the Government of Ukraine and with grants from EU, EIB and Eastern Partnership Technical Assistance Trust Fund. The Programme is realized by the Ministry of Communities and Territories Development. UNDP helps monitor the implementation of the Programme.
More than 155,000 people live in Melitopol, Zaporizhzhia oblast, including many internally displaced persons. Some buildings have not been repaired for decades. But thanks to the Ukraine Early Recovery Programme, these buildings will get a new life. For example, school № 15 will have new heated floors, energy-saving windows, a new roof, insulated facades, renovated classrooms, utilities, heating and other external and internal changes.
The major part of the first phase of reconstruction will be completed during the COVID-19 quarantine and summer holidays. So the school №15 and other infrastructure facilities are expected to be commissioned in the second half of autumn 2020.
Through the Early Recovery Programme, the European Investment Bank helps to remedy consequences of conflict in Ukraine’s East. These include repairs of hospitals, schools, kindergartens, and of residential, administrative and public buildings in Donetsk and Luhansk oblasts and adjacent Kharkiv, Dnipropetrovsk and Zaporizhzhia oblasts. More than 86% out of the 1,446,000 internally displaced persons live exactly in these regions. At present, there are 257 projects under this Programme.
As of May 2020, over 4 million residents of Ukraine, including nearly 600,000 IDPs and persons from other vulnerable groups, have already benefited or will soon benefit from the implementation of the Programme.
